What Insurance Covers Foreigners Relocating to Ukraine?

Choose printed dates that start on your arrival day. Each person who moves has a price and a sum insured of their own.

Innovative Ukraine

From 3 to 180 days: the first policy for foreigners relocating to Ukraine pays for medical services during the move and the weeks before a residence permit when someone falls suddenly ill or has an accident, capped at 100,000 UAH (about EUR 2,000) for Basic or EUR 30,000 for Advanced per person. Choose dates that start on your arrival day.

What the first policy pays for during a move

You buy the insurance for foreigners relocating to Ukraine first, and that purchase is a medical expenses contract. It covers the medical services listed below when someone falls suddenly ill or has an accident.

The contract binds the public offer (the terms the insurer publishes for this medical-expenses cover) to the Acceptance (the application you sign when you buy).

Clause 10.2 defines an acute illness as "a sudden deterioration in a person's health accompanied by clearly manifested symptoms". Clause 10.5 defines an accident as "a sudden and unforeseen event caused by external circumstances and resulting in injury to the tissues of the human body". The clause names burns, animal bites, frostbite, hypothermia and accidental poisoning by unfit food products.

The services in clause 10.4 are what the contract pays for after one of those events.

  • Treatment in an emergency without a hospital stay.
  • A hospital stay of more than 24 hours after an emergency admission.
  • A regular ward bed or intensive care.
  • Medicines a physician prescribes for that emergency care.
  • An ambulance ride to the closest suitable hospital when a doctor says it is needed.
  • Medical repatriation, with a medical escort that the assistance company agrees to.

The two plans differ only in their sum insured, which applies to each insured person. Basic pays up to 100,000 UAH (about EUR 2,000), and Advanced pays up to EUR 30,000. The policy has no deductible.

  • Acute illness: a sudden deterioration in health with clearly manifested symptoms.
  • Accident: a sudden and unforeseen external event that injures body tissue.
  • Sum insured: the ceiling on what gets paid for any one person covered.
  • Insured person: the person the policy covers. Each member of the household is one.
  • Deductible: 0 UAH on this policy.
  • Printed dates: when cover begins and when cover ends, as written on the policy.
  • Acceptance: the application you sign when you buy. The contract number matches its number.

Which days the first policy should cover

Set the first policy's printed start date on the day you arrive in Ukraine and its end date past the weeks you expect to wait for a residence permit.

One policy can last 3 to 180 days, and a printed opening day and a printed closing day appear on the policy. Choose dates that cover the whole stay.

Put arrival by train, bus or car, the trip to the new home, and the unpacking days inside the printed dates.

Clause 8.3.32 excludes "medical treatment where the insured event occurred prior to the commencement of the Contract". An illness or an accident before the printed start date stays outside this contract. The start date is the date that matters.

Cover applies in Ukraine, apart from the Donetsk and Luhansk regions. Any area less than 50 km from territory outside the Ukrainian government's control is also outside cover, and that distance is judged on the date of the insured event. Read the new address against that line.

When those dates match the move, you can price both plans for your moving dates.

One policy cannot be lengthened. Clause 3.8 states: "Extension of the Contract Term shall not be permitted." More days go on a further policy, a new contract with dates of its own.

Every person in a moving household needs a policy

Anyone who moves counts as an insured person, and for each one the price is separate, as is the sum insured.

Each person on the policy is charged separately and has a separate sum insured. Two adults and two children are four insured persons.

As of October 2026, Basic starts at EUR 3.56 for 3 days plus EUR 1.08 for each extra day, per person. Advanced starts at EUR 5.75 for 3 days plus EUR 1.73 for each extra day, per person. The first amount is the price of 3 days.

A party that includes anyone aged 70 or over on the first day of cover cannot be insured. A relative aged 70 or over needs cover arranged outside this policy.

You pay in hryvnia. A euro figure is a guide using the rate on that day.

A Hungarian family of four moving to Kamianets-Podilskyi

Take, for example, a Hungarian family of four who drive to Kamianets-Podilskyi in winter to start a new life there.

  • Who: two parents and two children from Hungary, an illustration.
  • Purpose: moving to live and work in Kamianets-Podilskyi.
  • Dates: the first policy is printed from the day they cross the land border by car, and it runs through their first weeks.
  • Party: four insured persons, each with a price and a sum insured.
Plan Sum insured per person Price per person
Basic 100,000 UAH (about EUR 2,000). From EUR 3.56 for 3 days plus EUR 1.08 per extra day, as of October 2026.
Advanced EUR 30,000. From EUR 5.75 for 3 days plus EUR 1.73 per extra day, as of October 2026.

On the second evening, a child in this Hungarian household has a fever that starts suddenly in the new apartment in Kamianets-Podilskyi. Read that fever against clause 10.2: a sudden deterioration in health with clearly manifested symptoms. A match to the wording is not a promise of payment. On the third day a parent cuts a hand while opening boxes.

Read that cut against clause 10.5: a sudden and unforeseen external event that injured body tissue. That reading is not a promise of payment.

If someone needs a doctor in the first weeks

When a person in the household becomes ill or gets injured during the first weeks, seek help before anything else, then phone the insurer at the first opportunity.

Under Cabinet of Ministers Resolution No. 121 of 19 March 2014, as of October 2026, medical care for foreigners who live or stay in Ukraine temporarily is provided for a fee. An international treaty or a law of Ukraine can provide otherwise.

Emergency care paid from the state budget must be compensated to the state in full. The bill for that care is due before the person leaves Ukraine, as of October 2026.

As of October 2026, the 112 emergency service covers every region of Ukraine.

When health deteriorates, the public offer says to call the insurer's telephone line straight away and ask for medical help. Say your name, the number on the contract, and why you phoned.

The contract arrives by email at the address in the Acceptance, and its number matches the Acceptance number. Keep that message where every adult can open it offline.

A person who paid a clinic on their own can ask to be repaid. Hand in the section 5 documents within 30 calendar days from seeking medical assistance.

  • A form the insurer provides, completed in writing.
  • An identity document.
  • An excerpt from the care records, or a physician's report.
  • An invoice for the services.
  • A fiscal receipt.
  • The physician's prescription for prescription medicines.

The full procedure is in how a claim works from first call to payment.

What the first policy leaves to other arrangements

The first policy is for the stay in Ukraine, so a trip back to collect the rest of your things sits outside it.

Under clause 8.3.31, medical treatment is excluded in the country of citizenship or of permanent residence that the Acceptance names. Clause 8.1.2 excludes medical services outside the territorial scope. The contract pays for covered treatment while you are in Ukraine, inside that territory. Plan a home visit with that in view.

Clause 8.3.1 leaves out care for a flare-up of an illness that received treatment in the six months that came before the trip started. It also excludes that treatment where the disease needed treatment or continuous medication in those six months.

An exception applies where the exacerbation poses an immediate threat to life or may result in permanent disability. The assistance company confirms that exception, or the treating medical institution does if the company is unavailable.

When the first weeks turn into a permit file

The first policy is built for the move and the first weeks. The residence permit, and a stay past day 90, are planned on their own.

Can the first policy be extended?

No, the term cannot be extended. Clause 3.8 says "Extension of the Contract Term shall not be permitted." A further policy is a second contract, dated separately, and it still runs for 3 to 180 days.

Does a residence permit file need a policy?

When you apply for a temporary residence permit, the file has its own document list. One of the mandatory documents for this process is a health insurance policy issued by a licensed Ukrainian insurer.

As of October 2026, Article 5 of Law No. 3773-VI of 22 September 2011 lists a valid medical insurance policy among the grounds for most temporary residence permits.

What if the permit takes longer than 90 days?

The stay limit and the policy length are different. For visa-free foreigners, Cabinet of Ministers Resolution No. 150 of 15 February 2012, paragraph 2(2), sets not more than 90 days within 180 days, as of October 2026.

Legislation or an international treaty can set another period. The Ministry of Internal Affairs sets how those days are counted. A medical policy does not change that limit.

Frequently asked questions

Do I need health insurance to move to Ukraine?

For most temporary residence permits, yes. One of the mandatory documents for this process is a health insurance policy issued by a licensed Ukrainian insurer. Before that file, foreigners who live or stay in Ukraine temporarily pay a fee for care, except where a treaty or the law provides a different rule, under Cabinet of Ministers Resolution No. 121 of 19 March 2014, as of October 2026.

Does each child need a policy of their own?

Yes, each child is an insured person. Clause 10.1 of the public offer defines an insured person as a natural person aged from 0, so a baby is included. For that child, the price stands alone, and so does the sum insured.

Can I buy the policy after we have already arrived?

Yes, if the dates you have printed take in whatever part of the stay is still ahead, and the last day is set so the weeks still left fall inside the term. An illness or an accident that happened before the contract began stays outside this contract, because clause 8.3.32 excludes medical treatment where the insured event occurred prior to the commencement of the Contract.

How do we keep the policy at hand while we move?

By email, plus an offline copy on each adult's phone. The file is emailed in digital form to the address written on the Acceptance, and its number is the same as the Acceptance number. On written request the insurer reproduces the contract on paper within five business days.
